Item Review of Decentralisation, Governance and Development, by Pranab Kumar Das(Sage, 2018) Dutta, SumedhaDrawing from the Gandhian trajectory of development, which emphasises a shift from the top-down to the bottom-up model of governance, the 73rd constitutional amendment act was enacted in the 1990s, which sought to deepen democracy in India by granting constitutional recognition to gram panchayats (GPs), through the establishment of a three-tier system—at the village, block and district levels. In this context, this work is an attempt to assess the performance of the Indian local self-governance or the Panchayati Raj model, primarily in two states of India, namely, West Bengal and Kerala, which were pioneers of the decentralisation process in the country, having taken the lead long before the constitutional amendments, and which are widely perceived as having done appreciably well in this field. The volume consists of twelve essays, comprising of contributions from academicians, policymakers and government personnel, which are classified into three parts. While part one of the volume deals with macro issues, part two analyses micro level studies, and part three is a reflection on sociopolitical concerns. The common thread that binds the miscellaneous chapters is that they successfully identify the bottlenecks to efficacious decentralisation in India, which involve one or more of the following factors—the absence of financial devolution, adequate record keeping, insignificant mass participation and the recourse to favouritism to capture political vantage.Item The Politics of Power Vs. The rate of urban growth is also found to be accelerating in the case of India. The 2011 Census data reveals that since Independence, it is the first recorded instance wherein the absolute increase in population has been more in urban areas than that in rural areas, with the level of urbanisation increasing from 27.81 per cent to 31.16 per cent within the census period of 2001 to 2011. Besides, all predictions indicate that the urban population growth rate will be significantly high in the coming decade and hence a proper sustainable planning for urban development is the need of the hour. This is in view of the fact that with growing urban population, problems in urban areas are also becoming manifold that pose a great challenge to human development as well as to the development of the country on the whole.Item Urban Living and Quality Time with Family: A Study of Delhi and Chandigarh(Research Journal Social Sciences, Panjab University, 2016) Dutta, SumedhaIt has often been hypothesized that the sanctity associated with family values in India is not far from perishing. This argument implicitly lays claims to the idea that with growing urbanization and industrialization, people spend increasingly less amounts of quality time with their families. In this context, this paper would attempt at unraveling the sustained significance of 'family time' in the lives of city dwellers. It would help in assessing the diverse meanings, which educated urbanites impute to the concept of 'family time', in the metropolitan cities of Delhi and Chandigarh. The study unveils how the trends of development, and modern work culture, have in fact created a situation whereby the family is becoming one of the major factors of stress relief in the busy and frenzied schedule of urban existence.
